The director
GIU is not a Public-Private Partnership. It consists of public parties only. (In Germany, the Sparkasse or City Savings Bank is a communal body. It is obliged to spend a certain amount of its money on public projects. In the beginning, it played an important role providing loans at special rates. However, for projects like City on the River, they do not have the reserves to provide funding. Funds from the Land , the City and the EU play a more important role.) GIU was established as a learning system organisation.
